Beyond the Bars: JCI Manila Turns Waste into Dignity Through a Baby Jaycee–Led Project Fresh Start

In a place where the most basic necessities are often out of reach, JCI Manila transformed a simple idea into meaningful, life-changing action—this time through the initiative of its future leaders.

On April 23, 2026, JCI Manila launched Beyond the Bars: Project Fresh Start, a Baby Jaycee–led project that highlights the power of young leaders stepping up to create real impact. Focused on soap recovery and hygiene advocacy, the project addresses two urgent realities: the large volume of usable soap discarded daily by the hospitality industry, and the severe shortage of hygiene supplies in overcrowded detention facilities.

At its core, the project carries a simple but powerful truth:
a bar of soap can protect health, restore dignity, and create opportunity.

This is what it means to Lead Beyond limits—starting from the ground up.

The initiative was implemented at Manila City Jail, a facility originally built for 1,200 individuals but now housing approximately 4,600 Persons Deprived of Liberty (PDLs), including around 900 senior citizens. With the Philippines ranking among the highest globally in prison overcrowding and with health risks such as skin and respiratory diseases prevalent in detention facilities, access to hygiene becomes not just important—but essential.

In this environment, soap is not a luxury.
It is protection.
It is dignity.

Project Fresh Start responded by collecting discarded and surplus soaps from hotel and hospitality partners, transforming them through a strict sanitization and reprocessing system into safe, reusable hygiene bars. What would have been waste became a life-saving resource.

But the project did not stop at distribution.

Volunteers conducted hands-on soap recycling and molding training for PDLs, equipping them with practical skills to sustain the program within the facility. This empowers beneficiaries to continue producing hygiene supplies on their own—creating a long-term, self-sustaining solution.

A WASH (Water, Sanitation, and Hygiene) seminar was also conducted in partnership with the Bureau of Jail Management and Penology and Ospital ng Maynila Medical Center, reinforcing the importance of hygiene in preventing disease and improving overall health conditions. The session was led by Dr. Brixon Olores and Dr. Michelle Mendoza, whose insights provided both education and reassurance to the participants—reminding them that even small habits can lead to significant health improvements.

This is what it means to Lead Beyond charity—into sustainability and education.

The journey to bringing this project to life was not without challenges. In its early stages, the team struggled to secure hotel partners willing to donate used soaps. However, a breakthrough partnership with Solaire Resort & Casino opened the door for others to follow. Soon, additional partners such as The Manila Hotel, Marikina Hotel, several cosmetic companies, and even golf courses joined the initiative—turning initial setbacks into a growing movement of support.

This is what it means to Lead Beyond obstacles—into momentum.

At the forefront of this initiative is a passionate Baby Jaycee team led by Project Chairman Willem Lim, alongside Co-Chairman Romeo Oro Jr., Finance Head Justin Rimorin, and Logistics Head Christian Vinculado. Their work proves that leadership is not defined by tenure, but by initiative, heart, and execution.

More than a project, Project Fresh Start is a statement—one that shows how even the newest members of JCI Manila can create meaningful, scalable impact.

Because when young leaders are empowered,

they lead.
