“10 Machines, Countless Second Chances: JCI Manila Expands Livelihood Program in Iwahig”

In a place often defined by confinement, a different kind of transformation is quietly taking shape—one built not on walls, but on opportunity.

On March 14, 2026, JCI Manila, through its Community Development Directorate, took a significant step in empowering women Persons Deprived of Liberty (PDLs) at Iwahig Prison and Penal Farm. In partnership with the Rotary Club of Puerto Princesa, the organization officially turned over 10 sewing machines and sewing kits—tools that represent far more than livelihood, but a pathway to dignity, purpose, and reintegration.

This initiative builds on a Memorandum of Agreement signed in November, supporting Rotary’s ongoing livelihood program focused on sewing and product development. What was once a small-scale effort is now expanding—creating space for more women PDLs to participate, learn, and contribute.

Inside the facility, the impact is already visible.

Women who were once limited by circumstance are now producing quality goods—bags, holiday crafts, and other handmade items that reflect both skill and resilience. With the addition of new equipment, the program is set to grow, allowing more participants to gain access to training and income-generating opportunities.

This is what it means to Lead Beyond charity—toward sustainability.

As the population of Iwahig Penal Colony is expected to increase, particularly with the planned transfer of inmates from New Bilibid Prison, the importance of livelihood programs becomes even more urgent. Skills training is no longer optional—it is essential in preparing individuals for life beyond incarceration.

Through this project, JCI Manila does not simply donate—it invests in second chances.

The turnover ceremony gathered key leaders and partners who continue to champion rehabilitation and inclusive development. Among those present were Teddy S. Martin, who delivered the welcome remarks, and Angelita M. Castro, representing the Rotary Club of Puerto Princesa Centennial Satellite Club.

Also in attendance were:

Secretary General, JCI Manila, Roberto Ben M. Castro, Superintendent, Iwahig Prison and Penal Farm, Edgardo F. Mendoza Jr., and President-Elect, Rotary Club of Puerto Princesa, Ferdinand F. Galang, who delivered the closing remarks. Their collective presence highlighted the shared commitment between organizations to create programs that go beyond immediate aid and move toward long-term empowerment.

The collaboration itself reflects a deeper truth: meaningful change happens when organizations align their efforts. By combining JCI Manila’s drive for community impact with Rotary’s established livelihood programs, the initiative becomes stronger, more scalable, and more sustainable.

This is what it means to Lead Beyond boundaries—through partnership.

Yet the vision does not end with the turnover.

JCI Manila is already looking ahead—working to build a sustainable support ecosystem that connects the products made by the women PDLs to potential buyers and markets. The goal is clear: ensure that the skills learned translate into real economic opportunities, allowing beneficiaries to earn, save, and rebuild their lives.

Because true empowerment is not just about teaching a skill—it is about creating a system where that skill can thrive.

This is what it means to Lead Beyond the Expected—toward lasting impact.

In Iwahig, the sound of sewing machines will now carry a different meaning. Each stitch represents progress. Each finished product reflects growth. And each opportunity created brings these women one step closer to reintegration into society.

What began as a simple turnover has become something more profound.

A reminder that even in places where hope is often tested, it can still be rebuilt—one skill, one opportunity, one life at a time.

Because leadership is not just about leading those who are ahead.

It is about reaching back, lifting others, and proving that no one is beyond a second chance.

This is JCI Manila.
This is service with purpose.
This is what it truly means to Lead Beyond.
